May 05, 2011  Hi, I have a friend's Windows 7 machine which has started to show 80070BC9 when trying to install Windows updates. I believe this refers to a 'pending update' which needs to be completed before other updates can follow (normally after a reboot).

For some reason, I cannot try any of the suggested fixes that call for using DISM as it seems I do not have a recovery partition on this box (I didn't install it). This is a weird one, I have 3 updates I need to install, but when I hit Install I see it stays on 'downloading 3 updates 0%' it never downloads and I have left it all night and it still doesn't complete.
